In February 2009, when the ‘stimulus bill’ (American Recovery and Reinvestment Act) was signed into law, Congress and the President took the opportunity to add teeth to HIPAA. Buried in the mass of spending was the HITECH act (Health Information Technology for Economic and Clinical Health), a $19 billion program to promote IT data protection in the health care services.
